why do they charge you 16.99 for 4-at-a-time, and they charge me 16.99 for 3-at-a-time?

Because I've been grandfathered in since 2000 when this was their original subscription package. As long as I don't cancel I keep the package.

NetFlix is only lowering prices to compete with Blockbuster. Your cable company has no one to compete with and no incentive to ever lower prices.
